Correct PowerPC strictfp tests to follow the rules documented in the LangRef:

Mostly these tests just needed the strictfp attribute on function
definitions. I've also removed the strictfp attribute from uses
of the constrained intrinsics because it comes by default since
D154991, but I only did this in tests I was changing anyway.
I have removed attributes added to declare lines of intrinsics. The
attributes of intrinsics cannot be changed in a test so I eliminated
attempts to do so.
Test changes verified with D146845.
The LIT test cases were migrated with the script provided by
Nikita Popov. Due to the size of the change it is split into
several parts.

This test was previously generated by the script, but the script
now uses CHECK-NEXT instead of CHECK.
This is preparation for a strictfp related patch I'm working on.
This will currently accept the old number of bytes syntax, and convert
it to a scalar. This should be removed in the near future (I think I
converted all of the tests already, but likely missed a few).
Not sure what the exact syntax and policy should be. We can continue
printing the number of bytes for non-generic instructions to avoid
test churn and only allow non-scalar types for generic instructions.
This will currently print the LLT in parentheses, but accept parsing
the existing integers and implicitly converting to scalar. The
parentheses are a bit ugly, but the parser logic seems unable to deal
without either parentheses or some keyword to indicate the start of a
type.
According to POWER ISA, floating point instructions altering exception
bits in FPSCR should be 'may raise FP exception'. (excluding those
read or write the whole FPSCR directly, like mffs/mtfsf) We need to
model FPSCR well in future patches to handle the special case properly.

From ISA, fcmpu will raise the Floating-Point Invalid Operation
Exception (SNaN) if either of the operands is a Signaling NaN by setting
the bit VXSNAN. But the instruction description didn't set the
mayRaiseFPException which might have impact on the scheduling or some
backend optimization.
