CodeGenPrepare needs to support the maintenence of DPValues, the
non-instruction replacement for dbg.value intrinsics. This means there are
a few functions we need to duplicate or replicate the functionality of:
* fixupDbgValue for setting users of sunk addr GEPs,
* The remains of placeDbgValues needs a DPValue implementation for sinking
* Rollback of RAUWs needs to update DPValues
* Rollback of instruction removal needs supporting (see github #73350)
* A few places where we have to use iterators rather than instructions.
There are three places where we have to use the setHeadBit call on
iterators to indicate which portion of debug-info records we're about to
splice around. This is because CodeGenPrepare, unlike other optimisation
passes, is very much concerned with which block an operation occurs in and
where in the block instructions are because it's preparing things to be in
a format that's good for SelectionDAG.
There isn't a large amount of test coverage for debuginfo behaviours in
this pass, hence I've added some more.
NVPTX/dont-introduce-addrspacecast.ll required manually removing a check for
a bitcast.
AArch64/combine-address-mode.ll required rerunning update_test_checks
Mips required some manual updates due to a CHECK-NEXT coming after a
deleted bitcast.
ARM/sink-addrmode.ll needed one small manual fix.
Excludes one X86 function which needs more attention.
Summary:
This is a simple fix for CodeGenPrepare that freezes branch condition when transforming select to branch.
If it is not frozen, instsimplify or the later pipeline can potentially exploit undefined behavior.
The diff shows optimized form becase D75859 and D76048 already made a few changes to CodeGenPrepare for optimizing freeze(cmp).

CodeGenPrepare has a strategy for moving dbg.values so that a value's
definition always dominates its debug users. This cleanup was happening
too early (before certain CGP transforms were run), resulting in some
dbg.value use-before-def errors.
Perform this cleanup as late as possible to avoid use-before-def.

This test shows that optimizeSelectInst splits a select and sinks a
`fdiv` operation to one side of the diamond. However, the dbg.value for
the operation isn't moved.

Summary:
Both the hardware and LLVM have changed since 2012.
Now, load-based heuristic don't show big differences any more on OoO cores.
There is no notable regressons and improvements on spec2000/2006. (Cortex-A57, Core i5).

This was originally checked in at r250527, but reverted at r250570 because of PR25222.
There were at least 2 problems:
1. The cost check was checking for an instruction with an exact cost of TCC_Expensive;
that should have been >=.
2. The cause of the clang stage 1 failures was illegally sinking 'call' instructions;
we can't sink instructions that may have side effects / are not safe to execute speculatively.
Fixed those conditions in sinkSelectOperand() and added test cases.

This is a follow-up to the discussion in D12882.
Ideally, we would like SimplifyCFG to be able to form select instructions even when the operands
are expensive (as defined by the TTI cost model) because that may expose further optimizations.
However, we would then like a later pass like CodeGenPrepare to undo that transformation if the
target would likely benefit from not speculatively executing an expensive op (this patch).
Once we have this safety mechanism in place, we can adjust SimplifyCFG to restore its
select-formation behavior that changed with r248439.
