`SpeculativeExecutionPass::considerHoistingFromTo` hoists instructions,
including debug intrinsics, as long as none of their used values are
instructions that appear prior in the block that are not being hoisted.
This behaviour has been duplicated for DPValues to get rid of a binary
difference.
The correct solution is not hoist these debug values at all, whichever
format they're in.
Patch 2 of 3 to add llvm.dbg.label support to the RemoveDIs project. The
patch stack adds the DPLabel class, which is the RemoveDIs llvm.dbg.label
equivalent.
1. Add DbgRecord base class for DPValue and the not-yet-added
DPLabel class.
2. Add the DPLabel class.

The next patch, #82639, will enable conversion between dbg.labels and DPLabels.
AssignemntTrackingAnalysis support could have gone two ways:
1. Have the analysis store a DPLabel representation in its results -
SelectionDAGBuilder reads the analysis results and ignores all DbgRecord
kinds.
2. Ignore DPLabels in the analysis - SelectionDAGBuilder reads the analysis
results but still needs to iterate over DPLabels from the IR.
I went with option 2 because it's less work and is no less correct than 1. It's
worth noting that causes labels to sink to the bottom of packs of debug records.
e.g., [value, label, value] becomes [value, value, label]. This shouldn't be a
problem because labels and variable locations don't have an ordering requirement.
The ordering between variable locations is maintained and the label movement is
deterministic
Reapply the original commit, 0aacd44, which had a missing brace resulting in
an error in compilation.

This patch modifies `SpeculativeExecutionPass::considerHoistingFromTo`
to treat DPValues the same way that it treats debug intrinsics, which is
to hoist them iff all of their instruction operands within the FromBlock
are also being hoisted. This is probably not the ideal behaviour, which
would be to not hoist debug info at all in this case, but this patch
simply ensures that DPValue behaviour is consistent with debug intrinsic
behaviour rather than trying to create new functional changes.
AMDGPU has native instructions and target intrinsics for this, but
these really should be subject to legalization and generic
optimizations. This will enable legalization of f16->f32 on targets
without f16 support.
Implement a somewhat horrible inline expansion for targets without
libcall support. This could be better if we could introduce control
flow (GlobalISel version not yet implemented). Support for strictfp
legalization is less complete but works for the simple cases.
This commit copies existing tests at llvm/Transforms containing
'shufflevector X, undef' and replaces them with 'shufflevector X, poison'.
The new copied tests have *-inseltpoison.ll suffix at its file name

Summary:
The test case started to hoist bitcasts to upper BB after D81730.
Reverted unintentional logic change. Some instructions may have zero cost but
will not be hoisted by different limitation so should be counted for threshold.

This pass doesn't correctly handle testing for when it is legal to hoist
arbitrary instructions. The whitelist happens to make it safe, so before
it is removed the pass's legality checks will need to be enhanced.

Summary:
This is a pass for speculative execution of instructions for simple if-then (triangle) control flow. It's aimed at GPUs, but could perhaps be used in other contexts. Enabling this pass gives us a 1.0% geomean improvement on Google benchmark suites, with one benchmark improving 33%.
Credit goes to Jingyue Wu for writing an earlier version of this pass.

This patch adds a set of tests in test/Transforms/SpeculativeExecution/spec.ll
The pass is controlled by a flag which defaults to having the pass not run.
