[NFC][CodeGen] Change CodeGenOpt::Level/CodeGenFileType into enum classes (#66295)
This will make it easy for callers to see issues with and fix up calls
to createTargetMachine after a future change to the params of
TargetMachine.

This matches other nearby enums.

For downstream users, this should be a fairly straightforward
replacement,
e.g. s/CodeGenOpt::Aggressive/CodeGenOptLevel::Aggressive
or s/CGFT_/CodeGenFileType::

39b6a7f06e [FuzzMutate] Module size heuristics
IRMutation::mutateModule() currently requires the bitcode size of the module.
To compute the bitcode size, one way is to write the module to a buffer using
BitcodeWriter and calculating the buffer size. This would be fine for a single
mutation, but infeasible for repeated mutations due to the large overhead. It
turns out that the only IR strategy weight calculation method that depends on
the current module size is InstDeleterStrategy, which deletes instructions more
frequently as the module size approaches a given max size. However, there is no
real need for the size to be in bytes of bitcode, so we can use a different
metric. One alternative is to let the size be the number of objects in the
Module, including instructions, basic blocks, globals, and aliases. Although
getting the number of instructions is still O(n), it should have significantly
less overhead than BitcodeWriter. This suggestion would cause a change to the
IRMutator API, since IRMutator::mutateModule() can calculate the Module size
itself.

f09cf34d00 [Support] Move TargetParsers to new component
This is a fairly large changeset, but it can be broken into a few
pieces:
- `llvm/Support/*TargetParser*` are all moved from the LLVM Support
  component into a new LLVM Component called "TargetParser". This
  potentially enables using tablegen to maintain this information, as
  is shown in https://reviews.llvm.org/D137517. This cannot currently
  be done, as llvm-tblgen relies on LLVM's Support component.
- This also moves two files from Support which use and depend on
  information in the TargetParser:
  - `llvm/Support/Host.{h,cpp}` which contains functions for inspecting
    the current Host machine for info about it, primarily to support
    getting the host triple, but also for `-mcpu=native` support in e.g.
    Clang. This is fairly tightly intertwined with the information in
    `X86TargetParser.h`, so keeping them in the same component makes
    sense.
  - `llvm/ADT/Triple.h` and `llvm/Support/Triple.cpp`, which contains
    the target triple parser and representation. This is very intertwined
    with the Arm target parser, because the arm architecture version
    appears in canonical triples on arm platforms.
- I moved the relevant unittests to their own directory.

And so, we end up with a single component that has all the information
about the following, which to me seems like a unified component:
- Triples that LLVM Knows about
- Architecture names and CPUs that LLVM knows about
- CPU detection logic for LLVM

Given this, I have also moved `RISCVISAInfo.h` into this component, as
it seems to me to be part of that same set of functionality.

If you get link errors in your components after this patch, you likely
need to add TargetParser into LLVM_LINK_COMPONENTS in CMake.

13317286f8 [NewPM] Use the default AA pipeline by default
We almost always want to use the default AA pipeline. It's very easy for
users of PassBuilder to forget to customize the AAManager to use the
default AA pipeline (for example, the NewPM C API forgets to do this).

If somebody wants a custom AA pipeline, similar to what is being done
now with the default AA pipeline registration, they can

  FAM.registerPass([&] { return std::move(MyAA); });

before calling

  PB.registerFunctionAnalyses(FAM);

For example, LTOBackend.cpp and NewPMDriver.cpp do this.

e463b69736 [Support] Change fatal_error_handler_t to take a const char* instead of std::string
https://commondatastorage.googleapis.com/chromium-browser-clang/llvm-include-analysis.html

Excessive use of the <string> header has a massive impact on compile time; its most commonly included via the ErrorHandling.h header, which has to be included in many key headers, impacting many source files that have no need for std::string.

As an initial step toward removing the <string> include from ErrorHandling.h, this patch proposes to update the fatal_error_handler_t handler to just take a raw const char* instead.

The next step will be to remove the report_fatal_error std::string variant, which will involve a lot of cleanup and better use of Twine/StringRef.

ac1d23ed7d Replace MCTargetOptionsCommandFlags.inc and CommandFlags.inc by runtime registration
MCTargetOptionsCommandFlags.inc and CommandFlags.inc are headers which contain
cl::opt with static storage.
These headers are meant to be incuded by tools to make it easier to parametrize
codegen/mc.

However, these headers are also included in at least two libraries: lldCommon
and handle-llvm. As a result, when creating DYLIB, clang-cpp holds a reference
to the options, and lldCommon holds another reference. Linking the two in a
single executable, as zig does[0], results in a double registration.

This patch explores an other approach: the .inc files are moved to regular
files, and the registration happens on-demand through static declaration of
options in the constructor of a static object.

05da2fe521 Sink all InitializePasses.h includes
This file lists every pass in LLVM, and is included by Pass.h, which is
very popular. Every time we add, remove, or rename a pass in LLVM, it
caused lots of recompilation.

I found this fact by looking at this table, which is sorted by the
number of times a file was changed over the last 100,000 git commits
multiplied by the number of object files that depend on it in the
current checkout:
  recompiles    touches affected_files  header
  342380        95      3604    llvm/include/llvm/ADT/STLExtras.h
  314730        234     1345    llvm/include/llvm/InitializePasses.h
  307036        118     2602    llvm/include/llvm/ADT/APInt.h
  213049        59      3611    llvm/include/llvm/Support/MathExtras.h
  170422        47      3626    llvm/include/llvm/Support/Compiler.h
  162225        45      3605    llvm/include/llvm/ADT/Optional.h
  158319        63      2513    llvm/include/llvm/ADT/Triple.h
  140322        39      3598    llvm/include/llvm/ADT/StringRef.h
  137647        59      2333    llvm/include/llvm/Support/Error.h
  131619        73      1803    llvm/include/llvm/Support/FileSystem.h

Before this change, touching InitializePasses.h would cause 1345 files
to recompile. After this change, touching it only causes 550 compiles in
an incremental rebuild.

Essentially, all code in the project is now made available by the LLVM

include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
