Fix a few broken links (#87098)
References to headings need to be preceded with a slash. Also,
references to headings on the same page do not need to contain the name
of the document (omitting the document name means if the name changes
the links will still be valid).

I double checked the links by building [the
website](https://github.com/llvm/mlir-www):

```shell
./mlir-www-helper.sh --install-docs ../llvm-project website
cd website && hugo serve
```

0c63122713 [MLIR] Add stage to side effect
[MLIR] Add stage and effectOnFullRegion to side effect

    This patch add stage and effectOnFullRegion to side effect for optimization pass
    to obtain more accurate information.
    Stage uses numbering to track the side effects's stage of occurrence.
    EffectOnFullRegion indicates if effect act on every single value of resource.

5b0055a4ae [mlir][Analysis][NFC] Split FlatAffineValueConstraints into multiple classes
The new class hierarchy is as follows:

* `IntegerRelation` (no change)
* `IntegerPolyhedron` (no change)
* `FlatLinearConstraints`: provides an AffineExpr-based API
* `FlatLinearValueConstraints`: stores an additional mapping of non-local vars to SSA values
* `FlatAffineValueConstraints`: provides additional helper functions for Affine dialect ops
* `FlatAffineRelation` (no change)

`FlatConstraints` and `FlatValueConstraints` are moved from `MLIRAffineAnalysis` to `MLIRAnalysis` and can be used without depending on the Affine dialect.

This change is in preparation of D145681, which adds an MLIR interface that depends on `FlatConstraints` (and cannot depend on the Affine dialect or any other dialect).

4d67b27817 [mlir] Add operations to BlockAndValueMapping and rename it to IRMapping
The patch adds operations to `BlockAndValueMapping` and renames it to `IRMapping`. When operations are cloned, old operations are mapped to the cloned operations. This allows mapping from an operation to a cloned operation. Example:

```
Operation *opWithRegion = ...
Operation *opInsideRegion = &opWithRegion->front().front();
IRMapping map
Operation *newOpWithRegion = opWithRegion->clone(map);
Operation *newOpInsideRegion = map.lookupOrNull(opInsideRegion);
```

Migration instructions:
All includes to `mlir/IR/BlockAndValueMapping.h` should be replaced with `mlir/IR/IRMapping.h`. All uses of `BlockAndValueMapping` need to be renamed to `IRMapping`.

4157455425 [mlir][Pass] Deprecate FunctionPass in favor of OperationPass<FuncOp>
The only benefit of FunctionPass is that it filters out function
declarations. This isn't enough to justify carrying it around, as we can
simplify filter out declarations when necessary within the pass. We can
also explore with better scheduling primitives to filter out declarations
at the pipeline level in the future.

The definition of FunctionPass is left intact for now to allow time for downstream
users to migrate.

b614ada0e8 [mlir] add support for index type in vectors.
The patch enables the use of index type in vectors. It is a prerequisite to support vectorization for indexed Linalg operations. This refactoring became possible due to the newly introduced data layout infrastructure. The data layout of a module defines the bitwidth of the index type needed to verify bitcasts and similar vector operations.
