[mlir] Declare promised interfaces for all dialects (#78368)
This PR adds promised interface declarations for all interfaces declared
in `InitAllDialects.h`.

Promised interfaces allow a dialect to declare that it will have an
implementation of a particular interface, crashing the program if one
isn't provided when the interface is used.

Make MLIR Value more consistent in terms of const "correctness" (NFC) (#72765)
MLIR can't really be const-correct (it would need a `ConstValue` class
alongside the `Value` class really, like `ArrayRef` and
`MutableArrayRef`). This is however making is more consistent: method
that are directly modifying the Value shouldn't be marked const.

34a35a8b24 [mlir] Move FunctionInterfaces to Interfaces directory and inherit from CallableOpInterface
Functions are always callable operations and thus every operation
implementing the `FunctionOpInterface` also implements the
`CallableOpInterface`. The only exception was the FuncOp in the toy
example. To make implementation of the `FunctionOpInterface` easier,
this commit lets `FunctionOpInterface` inherit from
`CallableOpInterface` and merges some of their methods. More precisely,
the `CallableOpInterface` has methods to get the argument and result
attributes and a method to get the result types of the callable region.
These methods are always implemented the same way as their analogues in
`FunctionOpInterface` and thus this commit moves all the argument and
result attribute handling methods to the callable interface as well as
the methods to get the argument and result types. The
`FuntionOpInterface` then does not have to declare them as well, but
just inherits them from the `CallableOpInterface`.
Adding the inheritance relation also required to move the
`FunctionOpInterface` from the IR directory to the Interfaces directory
since IR should not depend on Interfaces.

4d67b27817 [mlir] Add operations to BlockAndValueMapping and rename it to IRMapping
The patch adds operations to `BlockAndValueMapping` and renames it to `IRMapping`. When operations are cloned, old operations are mapped to the cloned operations. This allows mapping from an operation to a cloned operation. Example:

```
Operation *opWithRegion = ...
Operation *opInsideRegion = &opWithRegion->front().front();

IRMapping map
Operation *newOpWithRegion = opWithRegion->clone(map);
Operation *newOpInsideRegion = map.lookupOrNull(opInsideRegion);
```

Migration instructions:
All includes to `mlir/IR/BlockAndValueMapping.h` should be replaced with `mlir/IR/IRMapping.h`. All uses of `BlockAndValueMapping` need to be renamed to `IRMapping`.

26d811b3ec [mlir] Make use of C++17 language features
Now that C++17 is enabled in LLVM, a lot of the TODOs and patterns to emulate C++17 features can be eliminated.
The steps I have taken were essentially:
```
git grep C++17
git grep c++17
git grep "initializer_list<int>"
```
and address given comments and patterns.
Most of the changes boiled down to just using fold expressions rather than initializer_list.

While doing this I also discovered that Clang by default restricts the depth of fold expressions to 256 elements. I specifically hit this with `TestDialect` in `addOperations`. I opted to not replace it with fold expressions because of that but instead adding a comment documenting the issue.
If any other functions may be called with more than 256 elements in the future we might have to revert other parts as well.
I don't think this is a common occurence besides the `TestDialect` however. If need be, this could potentially be fixed via `mlir-tblgen` in the future.

e07a7fd5c0 [mlir][bufferization] Move ModuleBufferization to bufferization dialect
* Move Module Bufferization to the bufferization dialect. The implementation is split into `OneShotModuleBufferize.cpp` and `FuncBufferizableOpInterfaceImpl.cpp`, so that the external model implementation can be easily moved to the func dialect in the future.
* Split and clean up test cases. A few test cases are still remaining in Linalg and will be updated separately.
* `linalg.inplaceable` is renamed to `bufferization.writable` to accurately reflect its current usage.
* Attributes and their verifiers are moved from the Linalg dialect to the Bufferization dialect.
* Expand documentation.
* Add a new flag to One-Shot Bufferize to allow for function boundary bufferization.

51fdd802c7 [mlir][OpDSL] Add type function attributes.
Previously, OpDSL operation used hardcoded type conversion operations (cast or cast_unsigned). Supporting signed and unsigned casts thus meant implementing two different operations. Type function attributes allow us to define a single operation that has a cast type function attribute which at operation instantiation time may be set to cast or cast_unsigned. We may for example, defina a matmul operation with a cast argument:

```

When instantiating the operation the attribute may be set to the desired cast function:

linalg.matmul(lhs, rhs, outs=[out], cast=TypeFn.cast_unsigned)
```

The revsion introduces a enum in the Linalg dialect that maps one-by-one to the type functions defined by OpDSL.

7a1579ac67 [mlir][bufferization] Move one-shot bufferization to Bufferization dialect
This commit is the first step towards unifying core bufferization and One-Shot Bufferize.

This commit does not move over the implementations of BufferizableOpInterface yet. This will be done in separate commits. This change does also not move the unit tests yet. The tests will be moved together with op interface implementations and split into separate files.

7ceffae18c [mlir] Convert OpTrait::FunctionLike to FunctionOpInterface
This commit refactors the FunctionLike trait into an interface (FunctionOpInterface).
FunctionLike as it is today is already a pseudo-interface, with many users checking the
presence of the trait and then manually into functionality implemented in the
function_like_impl namespace. By transitioning to an interface, these accesses are much
cleaner (ideally with no direct calls to the impl namespace outside of the implementation
of the derived function operations, e.g. for parsing/printing utilities).

I've tried to maintain as much compatability with the current state as possible, while
also trying to clean up as much of the cruft as possible. The general migration plan for
current users of FunctionLike is as follows:

* function_like_impl -> function_interface_impl
Realistically most user calls should remove references to functions within this namespace
outside of a vary narrow set (e.g. parsing/printing utilities). Calls to the attribute name
accessors should be migrated to the `FunctionOpInterface::` equivalent, most everything
else should be updated to be driven through an instance of the interface.

* OpTrait::FunctionLike -> FunctionOpInterface
`hasTrait` checks will need to be moved to isa, along with the other various Trait vs
Interface API differences.

* populateFunctionLikeTypeConversionPattern -> populateFunctionOpInterfaceTypeConversionPattern

b7f2c108eb [mlir][linalg] Replace LinalgOps.h and LinalgTypes.h by a single header.
After removing the range type, Linalg does not define any type. The revision thus consolidates the LinalgOps.h and LinalgTypes.h into a single Linalg.h header. Additionally, LinalgTypes.cpp is renamed to LinalgDialect.cpp to follow the convention adopted by other dialects such as the tensor dialect.
