Reland: [MLIR][Transforms] Fix Mem2Reg removal order to respect dominance (#68877)
This commit fixes a bug in the Mem2Reg operation erasure order.
Replacing the use-def based topological order with a dominance-based
weak order ensures that no operation is removed before all its uses have
been replaced. The order relation uses the topological order of blocks
and block internal ordering to determine a deterministic operation
order.

Additionally, the reliance on the `DenseMap` key order was eliminated by
switching to a `MapVector`, that gives a deterministic iteration order.

Example:

```
%ptr = alloca ...
...
%val0 = %load %ptr ... // LOAD0
store %val0 %ptr ...
%val1 = load %ptr ... // LOAD1
````

When promoting the slot backing %ptr, it can happen that the LOAD0 was
cleaned before LOAD1. This results in all uses of LOAD0 being replaced
by its reaching definition, before LOAD1's result is replaced by LOAD0's
result. The subsequent erasure of LOAD0 can thus not succeed, as it has
remaining usages.

5550c82189 [mlir] Move casting calls from methods to function calls
The MLIR classes Type/Attribute/Operation/Op/Value support
cast/dyn_cast/isa/dyn_cast_or_null functionality through llvm's doCast
functionality in addition to defining methods with the same name.
This change begins the migration of uses of the method to the
corresponding function call as has been decided as more consistent.

Note that there still exist classes that only define methods directly,
such as AffineExpr, and this does not include work currently to support
a functional cast/isa call.

Caveats include:
- This clang-tidy script probably has more problems.
- This only touches C++ code, so nothing that is being generated.

Implementation:
This first patch was created with the following steps. The intention is
to only do automated changes at first, so I waste less time if it's
reverted, and so the first mass change is more clear as an example to
other teams that will need to follow similar steps.

Steps are described per line, as comments are removed by git:
0. Retrieve the change from the following to build clang-tidy with an
   additional check:
   https://github.com/llvm/llvm-project/compare/main...tpopp:llvm-project:tidy-cast-check
1. Build clang-tidy
2. Run clang-tidy over your entire codebase while disabling all checks
   and enabling the one relevant one. Run on all header files also.
3. Delete .inc files that were also modified, so the next build rebuilds
   them to a pure state.
4. Some changes have been deleted for the following reasons:
   - Some files had a variable also named cast
   - Some files had not included a header file that defines the cast
     functions
   - Some files are definitions of the classes that have the casting
     methods, so the code still refers to the method instead of the
     function without adding a prefix or removing the method declaration
     at the same time.

adopted on acc.data in D149673, the old clause operands are no longer
needed.

The LegalizeDataOpForLLVMTranslation will become obsolete when all
operations will be cleaned. For the time being only the appropriate
part are being removed.

processOperands will also receive some updates once all the operands
will be coming from an acc data operand operation.

2d373e4dc7 [MLIR][OpenMP] Added OMPIRBuilder support for Target Data directives
This patch adds OpenMP IRBuilder support for the Target Data directives to allow lowering to LLVM IR.

The mlir::Translation is responsible for generating supporting code for processing the map_operands through the processMapOperand function, and also generate code for the r>

The OMPIRBuilder is responsible for generating the begin and end mapper function calls.

Limitations:
        - use_device_ptr and use_device_addr clauses are NOT supported for Target Data operation.
        - nowait clauses are NOT supported for Target Enter and Exit Data operations.
        - Only LLVMPointerType is supported for map_operands.

77eee5795e [mlir] Refactor DialectRegistry delayed interface support into a general DialectExtension mechanism
The current dialect registry allows for attaching delayed interfaces, that are added to attrs/dialects/ops/etc.
when the owning dialect gets loaded. This is clunky for quite a few reasons, e.g. each interface type has a
separate tracking structure, and is also quite limiting. This commit refactors this delayed mutation of
dialect constructs into a more general DialectExtension mechanism. This mechanism is essentially a registration
callback that is invoked when a set of dialects have been loaded. This allows for attaching interfaces directly
on the loaded constructs, and also allows for loading new dependent dialects. The latter of which is
extremely useful as it will now enable dependent dialects to only apply in the contexts in which they
are necessary. For example, a dialect dependency can now be conditional on if a user actually needs the
interface that relies on it.

113b807017 [mlir][openacc] Add OpenACC translation to LLVM IR (enter_data op create/copyin)
This patch begins to translate acc.enter_data operation to call to tgt runtime call.
It currently only translate create/copyin operands of memref type. This acts as a basis to add support
for FIR types in the Flang/OpenACC support. It follows more or less a similar path than clang
with `omp target enter data map` directives.
This patch is taking a different approach than D100678 and perform a translation to LLVM IR
and make use of the OpenMPIRBuilder instead of doing a conversion to the LLVMIR dialect.

OpenACC support in Flang will rely on the current OpenMP runtime where 1:1 lowering can be
applied. Some extension will be added where features are not available yet.

Big part of this code will be shared for other standalone data operations in the OpenACC
dialect such as acc.exit_data and acc.update.

It is likely that parts of the lowering can also be shared later with the ops for
standalone data directives in the OpenMP dialect when they are introduced.

This is an initial translation and it probably needs more work.
