[mlir][spirv] Drop support for SPV_NV_cooperative_matrix (#76782)
This extension has been superseded by SPV_KHR_cooperative_matrix which
is supported across major vendors GPU like Nvidia, AMD, and Intel.

Given that the KHR version has been supported for nearly half a year,
drop the NV-specific extension to reduce the maintenance burden and code
duplication.

88d319a29f [mlir] Use StringRef::{starts,ends}_with (NFC)
This patch replaces uses of StringRef::{starts,ends}with with
StringRef::{starts,ends}_with for consistency with
std::{string,string_view}::{starts,ends}_with in C++20.

I'm planning to deprecate and eventually remove
StringRef::{starts,ends}with.

[mlir][spirv] Support spirv.coopmatrix type (de-)serialization (#65831)
Extend SPIR-V target serialization and deserialization to handle coop
matrix types. Add a roundtrip test. In addition to `FileCheck` checks,
the resulting spirv binary also passes `spir-val` (external tool).

Also fix a type attribute bug surfaced by the `CooperativeMatrixLength`
op.

Multiple matrix operand attributes will be handled in a future patch to
reduce the scope.

0a81ace004 [mlir] Use std::optional instead of llvm::Optional (NFC)
This patch replaces (llvm::|)Optional< with std::optional<. I'll post
a separate patch to remove #include "llvm/ADT/Optional.h".

This is part of an effort to migrate from llvm::Optional to
std::optional:

a1fe1f5f77 [mlir] Add #include <optional> (NFC)
This patch adds #include <optional> to those files containing
llvm::Optional<...> or Optional<...>.

I'll post a separate patch to actually replace llvm::Optional with
std::optional.

This is part of an effort to migrate from llvm::Optional to

a29fffc475 [mlir][spirv] Migrate to use specalized enum attributes
Previously we are using IntegerAttr to back all SPIR-V enum
attributes. Therefore we all such attributes are showed like
IntegerAttr in IRs, which is barely readable and breaks
roundtripability of the IR. This commit changes to use
`EnumAttr` as the base directly so that we can have separate
attribute definitions and better IR printing.

faf1c22408 [Builder] Eliminate the StringRef/StringAttr forms of getSymbolRefAttr.
The StringAttr version doesn't need a context, so we can just use the
existing `SymbolRefAttr::get` form. The StringRef version isn't preferred
so we want to encourage people to use StringAttr.

There is an additional form of getSymbolRefAttr that takes a (SymbolTrait
implementing) operation. This should also be moved, but I'll do that as
a separate patch.

fee9054232 [mlir][ODS] Support specialized Attribute class for Enums
Add a feature to `EnumAttr` definition to generate
specialized Attribute class for the particular enumeration.

This class will inherit `StringAttr` or `IntegerAttr` and
will override `classof` and `getValue` methods.

With this class the enumeration predicate can be checked with simple
RTTI calls (`isa`, `dyn_cast`) and it will return the typed enumeration
directly instead of raw string/integer.

Based on the following discussion:
https://llvm.discourse.group/t/rfc-add-enum-attribute-decorator-class/2252
