bb0bbed610 Fix bytecode reader/writer on big-endian platforms
This makes the bytecode reader/writer work on big-endian platforms.
The only problem was related to encoding of multi-byte integers,
where both reader and writer code make implicit assumptions about
endianness of the host platform.

This fixes the current test failures on s390x, and in addition allows
to remove the UNSUPPORTED markers from all other bytecode-related
test cases - they now also all pass on s390x.

Also adding a GFAIL_SKIP to the MultiModuleWithResource unit test,
as this still fails due to an unrelated endian bug regarding
decoding of external resources.

e7790fbed3 [mlir] Add test-convergence option to Canonicalizer tests
This new option is set to `false` by default. It should  be set only in Canonicalizer tests to detect faulty canonicalization patterns. I.e., patterns that prevent the canonicalizer from converging. The canonicalizer should always convergence on such small unit tests that we have in `canonicalize.mlir`.

Two faulty canonicalization patterns were detected and fixed with this change.

13bd410962 [mlir][Pass] Include anchor op in -pass-pipeline
In D134622 the printed form of a pass manager is changed to include the
name of the op that the pass manager is anchored on. This updates the
`-pass-pipeline` argument format to include the anchor op as well, so
that the printed form of a pipeline can be directly passed to
`-pass-pipeline`. In most cases this requires updating
`-pass-pipeline='pipeline'` to
`-pass-pipeline='builtin.module(pipeline)'`.

This also fixes an outdated assert that prevented running a
`PassManager` anchored on `'any'`.

ab9cdf09f4 [mlir:Parser] Don't use strings for the "ugly" form of Attribute/Type syntax
This commit refactors the syntax of "ugly" attribute/type formats to not use
strings for wrapping. This means that moving forward attirbutes and type formats
will always need to be in some recognizable form, i.e. if they use incompatible
characters they will need to manually wrap those in a string, the framework will
no longer do it automatically.

This has the benefit of greatly simplifying how parsing attributes/types work, given
that we currently rely on some extremely complicated nested parser logic which is
quite problematic for a myriad of reasons; unecessary complexity(we create a nested
source manager/lexer/etc.), diagnostic locations can be off/wrong given string escaping,
etc.

a6cef03f66 [mlir] Remove the type keyword from type alias definitions
This was carry over from LLVM IR where the alias definition can
be ambiguous, but MLIR type aliases have no such problems.
Having the `type` keyword is superfluous and doesn't add anything.
This commit drops it, which also nicely aligns with the syntax for
attribute aliases (which doesn't have a keyword).

3655069234 [mlir] Move the Builtin FuncOp to the Func dialect
This commit moves FuncOp out of the builtin dialect, and into the Func
dialect. This move has been planned in some capacity from the moment
we made FuncOp an operation (years ago). This commit handles the
functional aspects of the move, but various aspects are left untouched
to ease migration: func::FuncOp is re-exported into mlir to reduce
the actual API churn, the assembly format still accepts the unqualified
`func`. These temporary measures will remain for a little while to
simplify migration before being removed.

4f21152af1 [mlir] Tighten verification of SparseElementsAttr
SparseElementsAttr currently does not perform any verfication on construction, with the only verification existing within the parser. This revision moves the parser verification to SparseElementsAttr, and also adds additional verification for when a sparse index is not valid.

f8479d9de5 [mlir] Set the namespace of the BuiltinDialect to 'builtin'
Historically the builtin dialect has had an empty namespace. This has unfortunately created a very awkward situation, where many utilities either have to special case the empty namespace, or just don't work at all right now. This revision adds a namespace to the builtin dialect, and starts to cleanup some of the utilities to no longer handle empty namespaces. For now, the assembly form of builtin operations does not require the `builtin.` prefix. (This should likely be re-evaluated though)

The commit introduced a memory error in canonicalization/operation
walking that is exposed when compiled with ASAN. It leads to crashes in
some "release" configurations.

b5d9a3c923 [Canonicalizer] Process regions top-down instead of bottom up & reuse existing constants.
Two changes:
 1) Change the canonicalizer to walk the function in top-down order instead of
    bottom-up order.  This composes well with the "top down" nature of constant
    folding and simplification, reducing iterations and re-evaluation of ops in
    simple cases.
 2) Explicitly enter existing constants into the OperationFolder table before
    canonicalizing.  Previously we would "constant fold" them and rematerialize
    them, wastefully recreating a bunch fo constants, which lead to pointless
    memory traffic.

Both changes together provide a 33% speedup for canonicalize on some mid-size
CIRCT examples.

One artifact of this change is that the constants generated in normal pattern
application get inserted at the top of the function as the patterns are applied.
Because of this, we get "inverted" constants more often, which is an aethetic
change to the IR but does permute some testcases.

a44e630353 [AsmParser] Fix support for zero bit integer types.
Zero bit integer types are supported by IntegerType for consistency,
but the asmparser never got updated. Allow them to be parsed, as
required to fix CIRCT issue #316

94e4ec6499 Add CalibratedQuantizedType to quant dialect
This type supports a calibrated type with min, max provided.

This will be used for importing calibration values of intermediate tensors (e.g. LSTM) which can't be imported with QuantStats op.
