[mlir][spirv] Use assemblyFormat to define atomic op assembly (#76323)
see #73359

Declarative assemblyFormat ODS is more concise and requires less
boilerplate than filling out CPP interfaces.

Changes:
* updates the Ops defined in `SPIRVAtomicOps.td` to use assemblyFormat.
* Removes print/parse from`AtomcOps.cpp` which is now generated by
assemblyFormat
* Adds `Trait` to verify that a pointer operand `foo`'s pointee type
matches operand `bar`'s type
* * Updates error message expected in tests from new Trait
* Updates tests to updated format (largely using <operand> in place of
"operand")

[mlir][spirv] Update integer dot product op syntax (#73468)
Make the syntax more concise and aligned with the `spirv.Dot` syntax in
https://github.com/llvm/llvm-project/pull/73466.

Move some type verification from C++ to ODS.

Regexes to update existing code and tests:
`(\s*\{format\s+=\s+#spirv.packed_vector_format([^}]+)\})`
==>
`, $2`

`(spirv.[SU]+Dot[a-zA-Z]*[^:]+:)(\s*\(([^,]+),[^\)]+\))(.+)`
==>
`$1 $3$4`

ce82530cd0 Revert "[mlir][spirv] Change td def/class prefix from SPV to SPIRV"
This reverts commit a2052b8794cb5abac131cd62f68505eebcfaffcb.

This commit renamed some Vulkan identifiers that shouldn't have been
renamed, e.g., `SPV_KHR_storage_buffer_storage_class`.

a29fffc475 [mlir][spirv] Migrate to use specalized enum attributes
Previously we are using IntegerAttr to back all SPIR-V enum
attributes. Therefore we all such attributes are showed like
IntegerAttr in IRs, which is barely readable and breaks
roundtripability of the IR. This commit changes to use
`EnumAttr` as the base directly so that we can have separate
attribute definitions and better IR printing.

4bd25d0b81 [mlir][spirv] Refresh base definitions to latest spec (v1.6)
This commit updates all SPIR-V enum definitions to match the latest
specification (v1.6 revision 2). Along the way, fixed some issues
in `gen_spirv_dialect.py` and added a new script for refreshing
all op definitions for such cases.

93592b726c [mlir][OpFormatGen] Format enum attribute cases as keywords when possible
In the overwhelmingly common case, enum attribute case strings represent valid identifiers in MLIR syntax. This revision updates the format generator to format as a keyword in these cases, removing the need to wrap values in a string. The parser still retains the ability to parse the string form, but the printer will use the keyword form when applicable.

0117865412 [mlir][spirv] NFC: Shuffle code around to better follow convention
This commit shuffles SPIR-V code around to better follow MLIR
convention. Specifically,

* Created IR/, Transforms/, Linking/, and Utils/ subdirectories and
  moved suitable code inside.
* Created SPIRVEnums.{h|cpp} for SPIR-V C/C++ enums generated from
  SPIR-V spec. Previously they are cluttered inside SPIRVTypes.{h|cpp}.
* Fixed include guards in various header files (both .h and .td).
* Moved serialization tests under test/Target/SPIRV.
* Renamed TableGen backend -gen-spirv-op-utils into -gen-spirv-attr-utils
  as it is only generating utility functions for attributes.
