[libc++][format] define __cpp_lib_format. (#98275)
In order to define the format __cpp_lib_format to its initial value
(201907) these papers need to be completed:
- P0645R10 Text Formatting
- P1652R1 Printf corner cases in std::format
- 1361R2 Integration of chrono with text formatting The first two have
been implemented for a while the latter is almost done.

The next value (202106) requires:
- P2216R3 std::format improvements which has been implemented

The next value (202110) requires:
- P2418R2 Add support for std::generator-like types to std::format
- P2372R3 Fixing locale handling in chrono formatters The first one has
been implemented for a while the latter is almost done. The latter paper
is a DR against 1361R2 and both are implemented at the same time.

We've had user feedback that the missing of the __cpp_lib_format makes
their lives harder (https://github.com/llvm/llvm-project/issues/77773).
The missing papers 1361R2 and P2372R3 are very close to completion and
might completed before LLVM-19, but it will be a close call. This has
been discussed in the monthly libc++ meeting and we decided to set the
__cpp_lib_format so it will be set in LLVM-19.

Based on the discussion and the implementation status the
__cpp_lib_format is set to 202110.

d2dd4b55e6
[libc++] Adds a new feature-test macro generator class. (#90889)
The new feature-test macro generator uses a JSON file as input.
Separating the
code from the data allows for testing the code. The generator has
several tests.

This JSON format is based on the new format proposed in #88630

At the moment the FTM script has the existing code and an unused new
generator. Followup patches will complete the generator and convert the
existing
Python `dict` to the new JSON format. Since that conversion is a manual
job and
quite a bit of work the transition path has some unused code for some
time.

The paper
  P0768R1 Library Support for the Spaceship (Comparison) Operator
did not add a feature-test macro. This omission has been corrected in
  P1353R0 Missing Feature Test Macros

[libc++] Make the __availability header a sub-header of __config (#93083)
In essence, this header has always been related to configuration of
the library but we didn't want to put it inside <__config> due to
complexity reasons. Now that we have sub-headers in <__config>, we
can move <__availability> to it and stop including it everywhere since
we already obtain the required macros via <__config>.

[libc++] Mark P2845R8 __cpp_lib_format_path and P2587R3 __cpp_lib_to_string as C++26 (#93255)
[P2845R8](https://wg21.link/P2845R8) "Formatting of
`std::filesystem::path`" and [P2587R3](https://wg21.link/P2587R3)
"`to_string` or not `to_string`" are C++26 features, so they should be
marked accordingly in `generate_feature_test_macro_components.py`.

I verified that without my changes, running the script produced no
edits. Then with my changes, I ran the script to regenerate all files,
with no other manual edits.

Found while running libc++'s tests with MSVC's STL, which noticed this
because it's currently a C++23-only implementation.

Note that @H-G-Hristov has a draft implementation of P2587R3: #78100

[libc++] Clean up includes of <__assert> (#80091)
Originally, we used __libcpp_verbose_abort to handle assertion failures.
That function was declared from all public headers. Since we don't use
that mechanism anymore, we don't need to declare __libcpp_verbose_abort
from all public headers, and we can clean up a lot of unnecessary
includes.

This patch also moves the definition of the various assertion categories
to the <__assert> header, since we now rely on regular IWYU for these
assertion macros.

[libc++] Add missing conditionals for feature-test macros (#80168)
We noticed that some feature-test macros were not conditional on
configuration flags like _LIBCPP_HAS_NO_FILESYSTEM. As a result, code
attempting to use FTMs would not work as intended.

This patch adds conditionals for a few feature-test macros, but more
issues may exist.

[libc++] Update <source_location> and msvc_stdlib_force_include.h (#74266)
This makes libc++'s <filesystem> tests compatible with MSVC's STL.

In msvc_stdlib_force_include.h, we need to define 3 more macros:

- _CRT_DECLARE_NONSTDC_NAMES activates the POSIX names of
  `getcwd` etc. As the comment explains, we need this because
  we test with Clang `-fno-ms-compatibility`, which defines 
  `__STDC__` to `1`, which causes the UCRT headers to disable 
  the POSIX names by default.
- Then we need _CRT_NONSTDC_NO_WARNINGS to avoid emitting
  deprecation warnings about the POSIX names.
- Finally, we need `NOMINMAX` to seal away the ancient evil.

As a drive-by change, the patch adds a "simulated" macro for 
__has_feature(hwaddress_sanitizer). It also clang-formats all
of msvc_stdlib_force_include.h and removes guards for
__has_builtin(__builtin_source_location) in <source_location>,
since those are not needed anymore.

[libc++][test] Make the feature-test macro tests more portable (#74185)
Found while running libc++'s test suite with MSVC's STL.

This is a followup to @philnik777's recent #71002 (thank you!) which
provided the existing examples of `__cpp_lib_barrier` and
`__cpp_lib_polymorphic_allocator`:

66a3e4fafb/libcxx/utils/generate_feature_test_macro_components.py (L199-L203)

66a3e4fafb/libcxx/utils/generate_feature_test_macro_components.py (L866-L870)

Applying that new pattern to the feature-test macros here gets their
corresponding tests passing for us.

🤖 Only `generate_feature_test_macro_components.py` was manually
updated; the other files were regenerated.

[libc++][NFC] Refactor _LIBCPP_AVAILABILITY_HAS_* macros to always be defined (#71002)
This makes the conditionals quite a bit simpler to understand, since it
avoids double negatives and makes sure we have <__availability>
included. For vendors which use availability macros, it also enforces
that they check when specific features are introduced and define the
macro for their platform appropriately.

This patch brings std::ios_base::noreplace from P2467R1 to libc++.
This requires compiling the shared library in C++23 mode since otherwise
fstream::open(...) doesn't know about the new flag.

7cc72a0a2e Implement syncstream (p0053)
This patch implements `std::basic_syncbuf` and `std::basic_osyncstream` as specified in paper p0053r7. ~~For ease of reviewing I am submitting this patch before submitting a patch for `std::basic_osyncstream`. ~~

~~Please note, this patch is not 100% complete. I plan on adding more tests (see comments), specifically I plan on adding tests for multithreading and synchronization.~~

Edit: I decided that it would be far easier for me to keep track of this and make changes that affect both `std::basic_syncbuf` and `std::basic_osyncstream` if both were in one patch.

[libc++] Remove availability annotations which can never be triggered (#69226)
According to https://developer.apple.com/support/xcode/, quite a few of
our availability macros don't do anything anymore, so we might as well
remove them to clean up the code a bit.

3f65f71833 [libc++][print] Adds FILE functions.
Drive-by fix to make sure the __retarget_buffer works correctly whan
using a hint of 1. This was discovered in one of the new tests.

Drive-by fixes __retarget_buffer when initialized with size 1.
