The getValidShiftAmountConstant/getValidMinimumShiftAmountConstant/getValidMaximumShiftAmountConstant helpers only worked with constant shift amounts, which could be problematic after type legalization (e.g. v2i64 might be partially scalarized or split into v4i32 on some targets such as 32-bit x86, Thumb2 MVE).
This patch proposes we generalize these helpers to work with ConstantRange+KnownBits if a scalar/buildvector constant isn't available.
Most restrictions are the same - the helper fails if any shift amount is out of bounds, getValidShiftConstant must be a specific constant uniform etc.
However, getValidMinimumShiftAmount/getValidMaximumShiftAmount now can return bounds values that aren't values in the actual data, as they are based off the common KnownBits of every vector element.
This addresses feedback on #92096
This allows us to handle cases where the constant has already been type legalized behind a bitcast
Despite calling ComputeKnownBits I'm not seeing any notable change in compile time.
mflr is kind of expensive on Power version smaller than 10, so we should
schedule the store for the mflr's def away from mflr.
In epilogue, the expensive mtlr has no user for its def, so it doesn't
matter that the load and the mtlr are back-to-back.

As discussed on D90527, we should be be trying to move shift handling functionality into KnownBits to avoid code duplication in SelectionDAG/GlobalISel/ValueTracking.
The refactor to use the KnownBits fixed/min/max constant helpers allows us to hit a couple of cases that we were missing before.
We still need the getValidMinimumShiftAmountConstant case as KnownBits doesn't handle per-element vector cases.
The custom lowering saves an instruction over the generic expansion, by
taking advantage of the fact that PowerPC shift instructions are well
defined in the shift-by-bitwidth case.

Summary:
If we didn't set the value for hasSideEffects bit in our td file, `llvm-tblgen`
will set it as true for those instructions which has no match pattern.
The instructions `MTLR` and `MFLR` don't set the hasSideEffects flag and don't
have match pattern, so their hasSideEffects flag will be set true by
`llvm-tblgen`.
But in fact, we can use `[LR]` to model the two instructions, so they should not
have SideEffects.
This patch is to modify the hasSideEffects of MTLR and MFLR from 1 to 0.

When converting reg+reg shifts to reg+imm rotates, we neglect to consider the
CodeGenOnly versions of the 32-bit shift mnemonics. This means we produce a
rotate with missing operands which causes a crash.
Committing this fix without review since it is non-controversial that the list
of mnemonics to consider should include the 64-bit aliases for the exact
mnemonics.
