Re-land [lldb][NFC] Mark ValueObject library with NO_PLUGIN_DEPENDENCIES (#167933)
This is a fixed version of #167886.

The build previously failed with `BUILD_SHARED_LIBS=ON`. After trying
that locally, I uncovered a few other instances of lldb non-plugin
libraries depending on clang transitively through lldbValueObject, so I
added the correct clang libraries to their dependencies.

Replace (questionable) header globs with an explicit argument supported
by llvm_add_library.

[cmake] Add LLVM_FORCE_VC_REVISION option (#67125)
This patch adds a LLVM_FORCE_VC_REVISION option to force a custom
VC revision to be included instead of trying to fetch one from a
git command. This is helpful in environments where git is not
available or is non-functional but the vc revision is available
through some other means.

5499b026d2 [lldb][CMake] Enforce not linking against plugin libs in core libs
Non-plugin lldb libraries should generally not be linking against lldb
plugin libraries. Enforce this in CMake.

742bfb3581 [lldb] Fix LLDB_FULL_VERSION_STRING
Currently LLDB_FULL_VERSION_STRING is set to "LLDB_VERSION_STRING"
rather than the content of the CMake variable with that name.

ccf1469a4c [lldb] Make lldbVersion a full fledged library
Because of its dependency on clang (and potentially other compilers
downstream, such as swift) lldb_private::GetVersion already lives in its
own library called lldbBase. Despite that, its implementation was spread
across unrelated files. This patch improves things by introducing a
Version library with its own directory, header and implementation file.

The benefits of this patch include:

 - We can get rid of the ugly quoting macros.
 - Other parts of LLDB can read the version number from
   lldb/Version/Version.inc.
 - The implementation can be swapped out for tools like lldb-server than
   don't need to depend on clang at all.
