[TableGen] Migrate away from PointerUnion::dyn_cast (NFC) (#125158)
Note that PointerUnion::dyn_cast has been soft deprecated in
PointerUnion.h:

// FIXME: Replace the uses of is(), get() and dyn_cast() with
  //        isa<T>, cast<T> and the llvm::dyn_cast<T>

Literal migration would result in dyn_cast_if_present (see the
definition of PointerUnion::dyn_cast), but this patch uses dyn_cast
because we expect DiagsInPedantic and GroupsInPedantic to be nonnull.

[StrTable] Switch intrinsics to StringTable and work around MSVC (#123548)
Historically, the main example of *very* large string tables used the
`EmitCharArray` to work around MSVC limitations with string literals,
but that was switched (without removing the API) in order to consolidate
on a nicer emission primitive.

While this large string table in `IntrinsicsImpl.inc` seems to compile
correctly on MSVC without the work around in `EmitCharArray` (and that
this PR adds back to the nicer emission path), other users have
repeatedly hit this MSVC limitation as you can see in the discussion on
PR https://github.com/llvm/llvm-project/pull/120534. This PR teaches the
string offset table emission to look at
the size of the table and switch to the char array emission strategy
when the table becomes too large.

This work around does have the downside of making compile times worse
for large string tables, but that appears unavoidable until we can
identify known good MSVC versions and switch to requiring them for all
LLVM users. It also reduces searchability of the generated string table
-- I looked at emitting a comment with each string but it is tricky
because the escaping rules for an inline comment are different from
those of of a string literal, and there's no real way to turn the string
literal into a comment.

While improving the output in this way, also clean up the output to not
emit an extraneous empty string at the end of the string table, and
update the `StringTable` class to not look for that. It isn't actually
used by anything and is wasteful.

This PR also switches the `IntrinsicsImpl.inc` string tables over to the
new `StringTable` runtime abstraction. I didn't want to do this until
landing the MSVC workaround in case it caused even this example to start
hitting the MSVC bug, but I wanted to switch here so that I could
simplify the API for emitting the string table with the workaround
present. With the two different emission strategies, its important to
use a very exact syntax and that seems better encapsulated in the API.

Last but not least, the `SDNodeInfoEmitter` is updated, including its
tests to match the new output.

This PR should unblock landing
https://github.com/llvm/llvm-project/pull/120534 and letting us switch
all of
Clang's builtins to use string tables. That PR has all the details
motivating the overall effort.

Follow-up patches will try to consolidate the remaining users onto the
single interface, but those at least were easy to separate into
follow-ups and keep this PR somewhat smaller.

[StrTable] Switch diag group names to llvm::StringTable (#123302)
Previously, they used a hand-rolled Pascal-string encoding different
from all the other string tables produced from TableGen. This moves them
to use the newly introduced runtime abstraction, and enhances that
abstraction to support iterating over the string table as used in this
case.

From what I can tell the Pascal-string encoding isn't critical here to
avoid expensive `strlen` calls, so I think this is a simpler and more
consistent model. But if folks would prefer a Pascal-string style
encoding, I can instead work to switch the `StringTable` abstraction
towards that. It would require some tricky tradeoffs though to make it
reasonably general: either using 4 bytes instead of 1 byte to encode the
size, or having a fallback to `strlen` for long strings.

Add 'enum_select' diagnostic selection to clang. (#122505)
This causes us to generate an enum to go along with the select
diagnostic, which allows for clearer diagnostic error emit lines.

The syntax for this is:

%enum_select<EnumerationName>{%OptionalEnumeratorName{Text}|{Text2}}0

Where the curley brackets around the select-text are only required if an
Enumerator name is provided.

The TableGen here emits this as a normal 'select' to the frontend, which
permits us to reuse all of the existing 'select' infrastructure.
Documentation is the same as well.

[clang] Migrate away from PointerUnion::{is,get} (NFC) (#119654)
Note that PointerUnion::{is,get} have been soft deprecated in
PointerUnion.h:

// FIXME: Replace the uses of is(), get() and dyn_cast() with
  //        isa<T>, cast<T> and the llvm::dyn_cast<T>

I'm not touching PointerUnion::dyn_cast for now because it's a bit
complicated; we could blindly migrate it to dyn_cast_if_present, but
we should probably use dyn_cast when the operand is known to be
non-null.

[clang] Diagnose problematic diagnostic messages (#93229)
Clang has some unwritten rules about diagnostic wording regarding things
like punctuation and capitalization. This patch documents those rules
and adds some tablegen support for checking diagnostics follow the
rules.

Specifically: tablegen now checks that a diagnostic does not start with
a capital letter or end with punctuation, except for the usual
exceptions like proper nouns or ending with a question.

Now that the code base is clean of such issues, the diagnostics are
emitted as an error rather than a warning to ensure that failure to
follow these rules is either addressed by an author, or a new exception
is added to the checking logic.

eb3f7880a2 [clang-tblgen][NFC] renames Diagnostic.Text to Diagnostic.Summary
The [Improving Clang's Diagnostics RFC][1] identifies eight broad fields
for Clang to surface, two of which are text-based. Since the current
diagnostics more closely map to the diagnostic summary (or headline), we
should rename them to ensure that there's no confusion when
Diagnostic.Reason is introduced in the near future.

c4db521cea [clang] Introduce support for disabling warnings in system macros
Often we run into situations where we want to ignore

Introduce a ShowInSystemMacro option to be able to
specify which warnings we do want to keep raising

(i.e. warnings from system macros are enabled by default).
The decision as to whether this should be an opt-in or opt-out

b2de52bec1 [clang-cl] Accept #pragma warning(disable : N) for some N
clang-cl maps /wdNNNN to -Wno-flags for a few warnings that map
cleanly from cl.exe concepts to clang concepts.

This patch adds support for the same numbers to
`#pragma warning(disable : NNNN)`. It also lets
`#pragma warning(push)` and `#pragma warning(pop)` have an effect,
since these are used together with `warning(disable)`.

The optional numeric argument to `warning(push)` is ignored,
as are the other non-`disable` `pragma warning()` arguments.
(Supporting `error` would be easy, but we also don't support
`/we`, and those should probably be added together.)

The motivating example is that a bunch of code (including in LLVM)
uses this idiom to locally disable warnings about calls to deprecated
functions in Windows-only code, and 4996 maps nicely to
-Wno-deprecated-declarations:

    #pragma warning(push)
    #pragma warning(disable: 4996)
      f();
    #pragma warning(pop)

Implementation-wise:
- Move `/wd` flag handling from Options.td to actual Driver-level code
- Extract the function mapping cl.exe IDs to warning groups to the
  new file clang/lib/Basic/CLWarnings.cpp
- Create a diag::Group enum so that CLWarnings.cpp can refer to
existing groups by ID (and give DllexportExplicitInstantiationDecl
a named group), and add a function to map a diag::Group to the
spelling of it's associated commandline flag
- Call that new function from PragmaWarningHandler

40df06cdaf [CUDA][HIP] Defer overloading resolution diagnostics for host device functions
In CUDA/HIP a function may become implicit host device function by
pragma or constexpr. A host device function is checked in both
host and device compilation. However it may be emitted only
on host or device side, therefore the diagnostics should be
deferred until it is known to be emitted.

Currently clang is only able to defer certain diagnostics. This causes
false alarms and limits the usefulness of host device functions.

This patch lets clang defer all overloading resolution diagnostics for host device functions.

An option -fgpu-defer-diag is added to control this behavior. By default
it is off.
