[libc] Move __LLVM_LIBC__ define to __llvm-libc-common.h (#126877)
Relying on features.h is problematic since codebases are free to have
such a header on their search path, which breaks compilation. libc
should instead provide a more standard way of getting __LLVM_LIBC__.
Since __llvm-libc-common.h is included from all libc headers, defining
__LLVM_LIBC__ there ensures that this define is available whenever any
of the standard header is included.

[libc] implement endian related macros (#126368)
Follow up of #125168.

This patch adds endian-related macros to `endian.h`. We utilize compiler
built-ins for byte swap functions, which are already included in our
minimal supported compiler version.

[libc] create TimeReader to look at a struct tm (#126138)
In the process of adding strftime (#122556) I wrote this utility class
to simplify reading from a struct tm. It provides helper functions that
return basically everything needed by strftime. It's not tested
directly, but it is thoroughly exercised by the strftime tests.

[libc][signal] clean up usage of sighandler_t (#125745)
`man 3 signal`'s declaration has a face _only a mother could love_.

sighandler_t and __sighandler_t are not defined in the C standard, or POSIX.

They are helpful typedefs provided by glibc and the Linux kernel UAPI headers
respectively since working with function pointers' syntax can be painful. But
we should not rely on them; in C++ we have `auto*` and `using` statements.

Remove the proxy header, and only include a typedef for sighandler_t when
targeting Linux, for compatibility with glibc.

This patch adds the implementation of `endian.h`, which includes the
header itself and three related macros. These macros in the header rely
on the compiler preprocessor, similar to how
https://github.com/llvm/llvm-project/blob/main/libc/src/__support/endian_internal.h
does. Hopefully this will meet the requirements for compiling llvm with
llvm-libc.

[libc] Add returns_twice attribute to setjmp(3) (#124370)
This is to ensure that calls to `setjmp(3)` result in correct code
generation that respects `setjmp(3)`'s `returns_twice` behavior.
Otherwise, we might run into bugs (for example, Clang may perform
tail-call optimization on this function if `-fno-builtins` is set
(#122840)).

This patch does a few things:
- replace macro definitions with an inclusion of the linux/wait.h kernel
  header.

  - P_PGID
  - P_PIDFD
- Add missing macro definitions mandated by POSIX. Some are needed to
  build LLVM.

- Remove glibc style __W* macros. Users should stick with the POSIX

[libc] Revamp hdrgen command line and build integration (#121522)
This adds a new main command-line entry point for hdrgen, in the
new main.py.  This new interface is used for generating a header.
The old ways of invoking yaml_to_classes.py for other purposes
are left there for now, but `--e` is renamed to `--entry-point`
for consistency with the new CLI.

The YAML schema is expanded with the `header_template` key where
the corresponding `.h.def` file's path is given relative to where
the YAML file is found.  The build integration no longer gives
the `.h.def` path on the command line.  Instead, the script now
emits a depfile that's used by the cmake rules to track that.
The output file is always explicit in the script command line
rather than sometimes being derived from a directory path.

When in modes like C99, the _Noreturn keyword is not available in
C.  But GNU-compatible compilers have a `noreturn` attribute with
the same effect on function declarations.

[libc] Move hdrgen yaml files into include/ (#121443)
The .yaml files should live next to the corresponding .h.def
files in libc/include/, rather than next to the implementation of
the tool in libc/utils/hdrgen/.  As with the .h.def files, there
is no need for a yaml/ subdirectory under include/.  This simpler
layout is more natural for maintenance and also simplifies build
integration outside the LLVM CMake build.

Summary:
This was originally a hacked together function that served to just
implement some features for OpenMP. That has been moved into OpenMP
itself now that we have exported RPC properly. This can now be deleted.

Consistent with glibc headers, where `noexcept` is used in C++
(or `throw()` in older C++ which llvm-libc doesn't support) in
the public function declarations, `__attribute__((__nothrow__))` is
used in C for compilers that support it.

[libc] move pthread macros to dedicated header (#119286)
so that docgen can find our definitions.

Also eliminate the enums. POSIX is careful to call these "symbolic constants"
rather than specifically whether they are preprocessor macro defines or not.
Enums are useful to expressing mutual exclusion when the enum values are in
distinct enums which can improve type safety. Our enum values weren't using
that pattern though; they were all in one big anonymous enum.

Add a `clock_gettime` emulation layer and use it to implement the `time`
entrypoint.

For windows, the monotonic clock is emulated using `QPC`.
The realtime clock is emulated using `GetSystemTimePreciseAsFileTime`.

[libc] delete hdrgen (#117220)
Thanks to the effort of @RoseZhang03 and @aaryanshukla under the
guidance of
@michaelrj-google and @amykhuang, we now have newhdrgen and no longer
have a
dependency on TableGen and thus LLVM in order to start bootstrapping a
full
build.

This PR removes:
- LIBC_HDRGEN_EXE; the in tree newhdrgen is the only hdrgen that can be
used.
- LIBC_USE_NEW_HEADER_GEN; newhdrgen is the default and only option.
- LIBC_HDRGEN_ONLY; there is no need to have a distinct build step for
old
  hdrgen.
- libc-api-test and libc-api-test-tidy build targets.
- Deletes all .td files.

It does not rename newhdrgen to just hdrgen. Will follow up with a
distinct PR
for that.

[libc] Implement timespec_get (#116102)
`timespec_get` is C standard counterpart to POSIX `clock_gettime`. On
Linux we simply use `clock_gettime`. On baremetal we introduce a new
external API `__llvm_libc_timespec_get_utc` that should be implemented
by the vendor.

This PR implements process_mrelease.
A previous PR was merged #117503, but failed on merge due to an issue in
the tests. Namely the failing tests were comparing against return type
as opposed to errno. This is fixed in this PR.
