983c9b98e9 Revert r296474 - [globalisel] Change LLT constructor string into an LLT subclass that knows how to generate it. 
There's a circular dependency that's only revealed when LLVM_ENABLE_MODULES=1.

a5afdefec6 [globalisel] Change LLT constructor string into an LLT subclass that knows how to generate it. 
Summary:
This will allow future patches to inspect the details of the LLT. The implementation is now split between
the Support and CodeGen libraries to allow TableGen to use this class without introducing layering concerns.

Thanks to Ahmed Bougacha for finding a reasonable way to avoid the layering issue and providing the version of this patch without that problem.

ca16621b2a Re-commit AMDGPU/GlobalISel: Add support for simple shaders 
Fix build when global-isel is disabled and fix a warning.

Summary: We can select constant/global G_LOAD, global G_STORE, and G_GEP.

862758ec14 GlobalISel: pass Function to lowerFormalArguments directly (NFC). 
The only implementation that exists immediately looks it up anyway, and the
information is needed to handle various parameter attributes (stored on the
function itself).

406024a108 GlobalISel: implement simple function calls on AArch64. 
We're still limited in the arguments we support, but this at least handles the
basic cases.

000c5af3e6 AMDGPU: Add skeleton GlobalIsel implementation 
Summary:
This adds the necessary target code to be able to run the ir translator.
Lowering function arguments and returns is a nop and there is no support
for RegBankSelect.
