cee313d288 Revert "Temporarily Revert "Add basic loop fusion pass."" 
The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

1012be120a Perform InstructioinCombiningPass before SampleProfile pass. 
Summary: SampleProfile pass needs to be performed after InstructionCombiningPass, which helps eliminate un-inlinable function calls.
