[libc] Follow up on Annex K's rsize_t (#187707)
- Fix header guard name.
- Define `__STDC_WANT_LIB_EXT1__` in `hdr/types/rsize_t.h` so that the
type is available for internal use.
- In accordance to the standard, make `stdio.h`, `stdlib.h`, `string.h`,
`time.h` and `wchar.h` define the type. It should already be available
in `stddef.h` as it's provided by Clang, not LLVM libc.

[libc] Define Annex K's errno_t in specified headers (#187700)
- Change `errno.h.def` to include a placeholder where hdrgen emits the
public API, which contains the `errno_t` definition.
- Make headers `stdio.h`, `stdlib.h`, `string.h` and `time.h` also
define `errno_t` as specified in the standard.

[libc][hdrgen] Sort identifiers with leading underscores specially (#165745)
This makes the sorting behavior more uniform: functions and
macros are always sorted (separately), not only when merging.

This changes the sort order used for functions and other things
sorted by their symbol names.  Symbols are sorted alphabetically
without regard to leading underscores, and then for identifiers
that differ only in the number of leading underscores, the fewer
underscores the earlier in the sort order.  For the functions
declared in a generated header, adjacent names with and without
underscores will be grouped together without blank lines.

This is implemented by factoring the name field, equality, and
sorting support out of the various entity classes into a new
common superclass (hdrgen.Symbol).

This uncovered YAML's requirement to quote the string "NULL" to
avoid pyyaml parsing it as None (equivalent to Javascript null)
rather than a string.

[libc] Remove trivial .h.def files (#149466)
Remove all the .h.def files that already express nothing
whatsoever not already expressed in YAML.  Clean up a few YAML
files without materially changing any generated header output.

Many more .h.def files remain that need a bit of conversion in
YAML to express macro requirements and such.

By the C standard, <locale.h>, <stddef.h> <stdio.h>, <stdlib.h>,
<string.h>, <time.h>, and <wchar.h> require NULL to be defined.

[libc] Revamp hdrgen command line and build integration (#121522)
This adds a new main command-line entry point for hdrgen, in the
new main.py.  This new interface is used for generating a header.
The old ways of invoking yaml_to_classes.py for other purposes
are left there for now, but `--e` is renamed to `--entry-point`
for consistency with the new CLI.

The YAML schema is expanded with the `header_template` key where
the corresponding `.h.def` file's path is given relative to where
the YAML file is found.  The build integration no longer gives
the `.h.def` path on the command line.  Instead, the script now
emits a depfile that's used by the cmake rules to track that.
The output file is always explicit in the script command line
rather than sometimes being derived from a directory path.

[libc] Move hdrgen yaml files into include/ (#121443)
The .yaml files should live next to the corresponding .h.def
files in libc/include/, rather than next to the implementation of
the tool in libc/utils/hdrgen/.  As with the .h.def files, there
is no need for a yaml/ subdirectory under include/.  This simpler
layout is more natural for maintenance and also simplifies build
integration outside the LLVM CMake build.
