[compiler-rt][builtins] Upstream __isPlatformOrVariantPlatformVersionAtLeast() (#100605)
Add `__isPlatformOrVariantPlatformVersionAtLeast()` which is used to
check OS version availability from zippered libraries on macOS. This
routine is needed for complete macCatalyst support in the Swift
compiler.

Fix __isOSVersionAtLeast for Android (#80496)
Allow pre-release APIs on pre-release devices.

The current implementation requires __ANDROID_API_FUTURE__ to use new
APIs on pre-release system. This makes it hard to maintain the codebase
because it should be switched a concrete version (e.g. __ANDROID_API_X__
on release of X).

Instead, we can just allow pre-release APIs on pre-release system
without mandating the major version of __ANDROID_API_FUTURE__.

Note that this doesn't make API guards just no-op in pre-release builds.
We can still rely on its compile-time checks and it still works as
expected with release builds. Even with pre-release builds, it's the
same as before because we would pass __ANDROID_API_FUTURE__ to make the
calls anyway.

b653a2823f Declare _availability_version_check as weak_import instead of looking it
up at runtime using dlsym

Calling dlsym with RTLD_DEFAULT can be very slow as all images in the
process are searched for the symbol.

701456b523 [darwin] add support for __isPlatformVersionAtLeast check for if (@available)
The __isPlatformVersionAtLeast routine is an implementation of `if (@available)` check
that uses the _availability_version_check API on Darwin that's supported on
macOS 10.15, iOS 13, tvOS 13 and watchOS 6.

516a01b5f3 Implement __isOSVersionAtLeast for Android
Add the implementation of __isOSVersionAtLeast for Android. Currently,
only the major version is checked against the API level of the platform
which is an integer. The API level is retrieved by reading the system
property ro.build.version.sdk (and optionally ro.build.version.codename
to see if the platform is released or not).

57b08b0944 Update more file headers across all of the LLVM projects in the monorepo
to reflect the new license. These used slightly different spellings that
defeated my regular expressions.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

feb4537b44 Fixing os_version_check.c to be actual C source
The initial implementaiton was using the C++ typeof keyword. This
causes the compiler to spew warnings unnecissarilly. This patch removes
the uses of typeof and replaces them with explicit typedefs of the
function types.

ca1fab5d66 [compiler-rt][builtins] __isOSVersionAtLeast should load CoreFoundation
symbols dynamically

The CoreFoundation symbols uses by __isOSVersionAtLeast should be loaded at
runtime to ensure that the programs that don't use @available won't have to be
linked to CoreFoundation.

The Clang frontend IRGen library will need to emit a CoreFoundation symbol
when @available is used to ensure that programs that actually use @available
are linked to CoreFoundation.

6fa97926e9 [compiler-rt][builtins] Add __isOSVersionAtLeast()
This predicate compares the host's marketing OS version to one passed as
argument. Currently, only darwin targets are supported. This is done by parsing
the SystemVersion.plist file.

Also added in this patch is some lit testing infrastructure for builtins, which
previously had none. This part of the patch was written by Alex Lorenz (with
some minor modifications).

This patch is part of a feature I proposed here:
