Private process events were being delivered to the secondary listener (#98571)
This fixes a bug where Process events were being delivered to secondary
listeners when the Private state thread listener was processing the
event. That meant the secondary listener could get an event before the
Primary listener did. That in turn meant the state when the secondary
listener got the event wasn't right yet. Plus it meant that the
secondary listener saw more events than the primary (not all events get
forwarded from the private to the public Process listener.)

This bug became much more evident when we had a stop hook that did some
work, since that delays the Primary listener event delivery. So I also
added a stop-hook to the test, and put a little delay in as well.

[lldb][NFCI] Constrain EventDataBytes creation (#79508)
There are 3 ways to create an EventDataBytes object: (const char *),
(llvm::StringRef), and (const void *, size_t len). All of these cases
can be handled under `llvm::StringRef`. Additionally, this allows us to
remove the otherwise unused `SetBytes`, `SwapBytes`, and
`SetBytesFromCString` methods.

2e7aa2ee34 Replace the singleton "ShadowListener" with a primary and N secondary Listeners
Before the addition of the process "Shadow Listener" you could only have one
Listener observing the Process Broadcaster.  That was necessary because fetching the
Process event is what switches the public process state, and for the execution
control logic to be manageable you needed to keep other listeners from causing
this to happen before the main process control engine was ready.

Ismail added the notion of a "ShadowListener" - which allowed you ONE
extra process listener.  This patch inverts that setup by designating the
first listener as primary - and giving it priority in fetching events.

5551657b31 [lldb] Add missing StringExtras.h includes
In preparation for removing the `#include "llvm/ADT/StringExtras.h"`
from the header to source file of `llvm/Support/Error.h`, first add in
all the missing includes that were previously included transitively
through this header.

This is fixing all files missed in b0abd4893fa1, 39d8e6e22cd1, and
a11efd49266f.

867ee3b8a7 [lldb][NFCI] Change type of Broadcaster's name
Broadcasters don't need their names in the StringPool. It doesn't
benefit from fast comparisons and doesn't benefit from uniqueness.

6ebf1bc66b [lldb] Change return type of EventData::GetFlavor
There's no reason these strings need to be in the ConstString
StringPool, they're already string literals with static lifetime.

I plan on addressing other similar functions in follow up commits.

f5eaa2afe2 [lldb] Replace std::isprint/isspace with llvm's locale-independent version
Summary:
LLVM is using its own isPrint/isSpace implementation that doesn't change depending on the current locale. LLDB should do the same
to prevent that internal logic changes depending on the set locale.

808142876c [lldb][NFC] Fix all formatting errors in .cpp file headers
Summary:
A *.cpp file header in LLDB (and in LLDB) should like this:
```
//===-- TestUtilities.cpp -------------------------------------------------===//
```
However in LLDB most of our source files have arbitrary changes to this format and
these changes are spreading through LLDB as folks usually just use the existing
source files as templates for their new files (most notably the unnecessary
editor language indicator `-*- C++ -*-` is spreading and in every review
someone is pointing out that this is wrong, resulting in people pointing out that this
is done in the same way in other files).

This patch removes most of these inconsistencies including the editor language indicators,
all the different missing/additional '-' characters, files that center the file name, missing
trailing `===//` (mostly caused by clang-format breaking the line).

8b3af63b89 [NFC] Remove ASCII lines from comments
A lot of comments in LLDB are surrounded by an ASCII line to delimit the
begging and end of the comment.

Its use is not really consistent across the code base, sometimes the
lines are longer, sometimes they are shorter and sometimes they are
omitted. Furthermore, it looks kind of weird with the 80 column limit,
where the comment actually extends past the line, but not by much.
Furthermore, when /// is used for Doxygen comments, it looks
particularly odd. And when // is used, it incorrectly gives the
impression that it's actually a Doxygen comment.

I assume these lines were added to improve distinguishing between
comments and code. However, given that todays editors and IDEs do a
great job at highlighting comments, I think it's worth to drop this for
the sake of consistency. The alternative is fixing all the
inconsistencies, which would create a lot more churn.

0e4c482124 Pass ConstString by value (NFC)
My apologies for the large patch. With the exception of ConstString.h
itself it was entirely produced by sed.

ConstString has exactly one const char * data member, so passing a
ConstString by reference is not any more efficient than copying it by
value. In both cases a single pointer is passed. But passing it by
value makes it harder to accidentally return the address of a local
object.

(This fixes rdar://problem/48640859 for the Apple folks)

2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

181b823b04 Move Broadcaster+Listener+Event combo from Core into Utility
Summary:
These are general purpose "utility" classes, whose functionality is not
debugger-specific in any way. As such, I believe they belong in the
Utility module.

This doesn't break any particular dependency (yet), but it reduces the
number of Core dependencies across the board.
