f4c511b026 Change *BugReport constructors to take StringRefs. 
- Eliminates many calls to std::string.c_str()
- Fixes an invalid read in ReturnStackAddressChecker due to an unsafe call to
  StringRef.data() which doesn't guarantee null-termination.
