[Tooling] Remove unused includes (NFC) (#142257)
These are identified by misc-include-cleaner.  I've filtered out those
that break builds.  Also, I'm staying away from llvm-config.h,
config.h, and Compiler.h, which likely cause platform- or
compiler-specific build failures.

d60d3455eb [clangd] Move standard options adaptor to CommandMangler
There is a discrepancy between how clangd processes CDB loaded from
JSON file on disk and pushed via LSP. Thus the same CDB pushed via
LSP protocol may not work as expected. Some difference between these two
paths is expected but we still need to insert driver mode and target from
binary name and expand response files.

Test Plan: check-clang-tools

34de7da624 [clangd] Move standard options adaptor to CommandMangler

d768bf994f [NFC][TargetParser] Replace uses of llvm/Support/Host.h
The forwarding header is left in place because of its use in
`polly/lib/External/isl/interface/extract_interface.cc`, but I have
added a GCC warning about the fact it is deprecated, because it is used
in `isl` from where it is included by Polly.

62c7f035b4 [NFC][TargetParser] Remove llvm/ADT/Triple.h
I also ran `git clang-format` to get the headers in the right order for
the new location, which has changed the order of other headers in two
files.

fd3d7a9f8c Handle errors in expansion of response files
Previously an error raised during an expansion of response files (including
configuration files) was ignored and only the fact of its presence was
reported to the user with generic error messages. This made it difficult to
analyze problems. For example, if a configuration file tried to read an
inexistent file, the error message said that 'configuration file cannot
be found', which is wrong and misleading.

This change enhances handling errors in the expansion so that users
could get more informative error messages.

9d37d0ea34 [Support] Expand <CFGDIR> as the base directory in configuration files.
Extends response file expansion to recognize `<CFGDIR>` and expand to the
current file's directory. This makes it much easier to author clang config
files rooted in portable, potentially not-installed SDK directories.

A typical use case may be something like the following:

```
# sample_sdk.cfg
--target=sample
-isystem <CFGDIR>/include
-L <CFGDIR>/lib
-T <CFGDIR>/ldscripts/link.ld
```

fceaf86211 [clang] Fix UB when string.front() is used for the empty string
Compilation database might have empty string as a command line argument.
But ExpandResponseFilesDatabase::expand doesn't expect this and assumes
that string.front() can be used for any argument. It is undefined behaviour if
string is empty. With debug build mode it causes crash in clangd.

ba7a92c01e [Support] Don't include VirtualFileSystem.h in CommandLine.h
CommandLine.h is indirectly included in ~50% of TUs when building
clang, and VirtualFileSystem.h is large.

(Already remarked by jhenderson on D70769.)

No behavior change.

[llvm][Support] Take in CurrentDirectory as a parameter in ExpandResponseFiles
Summary:
This is a follow-up to D70769 and D70222, which allows propagation of
current directory down to ExpandResponseFiles for handling of relative paths.

Previously clients had to mutate FS to achieve that, which is not thread-safe
and can even be thread-hostile in the case of real file system.
