d75f9dd1d2 Revert "[IR][NFC] Update IRBuilder to use InsertPosition (#96497)"
Reverts the above commit, as it updates a common header function and
did not update all callsites:

[IR][NFC] Update IRBuilder to use InsertPosition (#96497)
Uses the new InsertPosition class (added in #94226) to simplify some of
the IRBuilder interface, and removes the need to pass a BasicBlock
alongside a BasicBlock::iterator, using the fact that we can now get the
parent basic block from the iterator even if it points to the sentinel.
This patch removes the BasicBlock argument from each constructor or call
to setInsertPoint.

This has no functional effect, but later on as we look to remove the
`Instruction *InsertBefore` argument from instruction-creation
(discussed
[here](https://discourse.llvm.org/t/psa-instruction-constructors-changing-to-iterator-only-insertion/77845)),
this will simplify the process by allowing us to deprecate the
InsertPosition constructor directly and catch all the cases where we use
instructions rather than iterators.

f33f66be7d [NFC][RemoveDIs] Always use iterators for inserting PHIs
It's becoming potentially unsafe to insert a PHI instruction using a plain
Instruction pointer. Switch all the remaining sites that create and insert
PHIs to use iterators instead. For example, the code in
ComplexDeinterleavingPass.cpp is definitely at-risk of mixing PHIs and
debug-info.

[NFC][CodeGen] Change CodeGenOpt::Level/CodeGenFileType into enum classes (#66295)
This will make it easy for callers to see issues with and fix up calls
to createTargetMachine after a future change to the params of
TargetMachine.

This matches other nearby enums.

For downstream users, this should be a fairly straightforward
replacement,
e.g. s/CodeGenOpt::Aggressive/CodeGenOptLevel::Aggressive
or s/CGFT_/CodeGenFileType::

e54277fa10 [NFC][RemoveDIs] Use iterators over inst-pointers when using IRBuilder
This patch adds a two-argument SetInsertPoint method to IRBuilder that
takes a block/iterator instead of an instruction, and updates many call
sites to use it. The motivating reason for doing this is given here [0],
we'd like to pass around more information about the position of debug-info
in the iterator object. That necessitates passing iterators around most of
the time.

Move from llvm::makeArrayRef to ArrayRef deduction guides - llvm/ part
Use deduction guides instead of helper functions.

The only non-automatic changes have been:

1. ArrayRef(some_uint8_pointer, 0) needs to be changed into ArrayRef(some_uint8_pointer, (size_t)0) to avoid an ambiguous call with ArrayRef((uint8_t*), (uint8_t*))
2. CVSymbol sym(makeArrayRef(symStorage)); needed to be rewritten as CVSymbol sym{ArrayRef(symStorage)}; otherwise the compiler is confused and thinks we have a (bad) function prototype. There was a few similar situation across the codebase.
3. ADL doesn't seem to work the same for deduction-guides and functions, so at some point the llvm namespace must be explicitly stated.
4. The "reference mode" of makeArrayRef(ArrayRef<T> &) that acts as no-op is not supported (a constructor cannot achieve that).

Per reviewers' comment, some useless makeArrayRef have been removed in the process.

This is a follow-up to https://reviews.llvm.org/D140896 that introduced
the deduction guides.

e64adc0b88 [X86] Fix compile time regression of D93594.
D93594 depend on the dominate tree and loop information. It increased
the compile time when build with -O0. However this is just to amend the
dominate tree and loop information, so that it is unnecessary to
re-analyze them again. Given the dominate tree of loop information are
absent in this pass, we can avoid amending them.

4f198b0c27 [X86] Pass to transform amx intrinsics to scalar operation.
This pass runs in any situations but we skip it when it is not O0 and the
function doesn't have optnone attribute. With -O0, the def of shape to amx
intrinsics is near the amx intrinsics code. We are not able to find a
point which post-dominate all the shape and dominate all amx intrinsics.
To decouple the dependency of the shape, we transform amx intrinsics
to scalar operation, so that compiling doesn't fail. In long term, we
should improve fast register allocation to allocate amx register.
