[mlir][LLVM] refactor FailOnUnsupportedFP (#172054) 
Enable `FailOnUnsupportedFP` for `ConvertToLLVMPattern` and set it to
`true` for all `math-to-llvm` patterns. This fixes various invalid
lowerings of `math` ops on `fp8`/`fp4` types.
