[clang][analyzer] Move checker 'cert.pos.34c' (in alpha.security) into 'PutenvStackArray' (#92424) ...

The "cert" package looks not useful and the checker has not a meaningful name with the old naming scheme.
Additionally tests and documentation is updated.
