[Offload] Implement olShutDown (#144055) 
`olShutDown` was not properly calling deinit on the platforms, resulting
in random segfaults on AMD devices.

As part of this, `olInit` and `olShutDown` now alloc and free the
offload context rather than it being static. This
allows `olShutDown` to be called within a destructor of a static object
(like the tests do) without having to worry about destructor ordering.

Offload New API

This directory contains the implementation of the experimental work-in-progress new API for Offload. It builds on top of the existing plugin implementations but provides a single level of abstraction suitable for runtimes for languages other than OpenMP to be built on top of.

See the API definition readme for implementation details.
