Nick Lewycky 0a045bbe4e Remove dyn_cast + dereference pattern by replacing it with a cast and changing 
the safety check to look for the same type we're going to actually cast to.
Fixes PR13180!

Add a parameter to ConstantFoldTerminator() that callers can use to ask it to also clean up the condition of any conditional terminator it folds to be unconditional, if that turns the condition into dead code.
