[VPlan] Manage InBounds via VPRecipeWithIRFlags for VectorPtrRecipe. 
As suggested as follow-up in
https://github.com/llvm/llvm-project/pull/72164, manage inbounds via
VPRecipeWithIRFlags.

Note that in some cases we can now preserve inbounds in a few more
cases.
