This relands 6a0f6dd8359b38340442b7e6b14629c1d6c54a81 that was reverted due to a missing integration test change. This commit removes the support for lowering Func to LLVM dialect with typed pointers. Typed pointers have been deprecated for a while now and it's planned to soon remove them from the LLVM dialect.
