[AMDGPU] Rework getDivNumBits API (#119768 )

Rework involves below:
- Return unsigned value, the number of div/rem bits actually needed.
- Change from AtLeast(SignBits) to MaxDivBits hint.
- Use MaxDivBits hint for unsigned case.
- Remove unnecessary second early exit.

Mostly NFC changes.

The LLVM Compiler Infrastructure
