Rafael Espindola 94df267db3 Change the implementation of dominates(inst, inst) to one based on what the

verifier does. This correctly handles invoke.

lit.local.cfg

Replace all instances of dg.exp file with lit.local.cfg, since all tests are run with LIT now and now Dejagnu. dg.exp is no longer needed.
