Reland "[lit] Refactor available ptxas features" (#155923)
Reland #154439.  Reverted with #155914.

Account for:
- Windows `ptxas` outputting error messages to `stdout` instead of
`stderr`
- Tests in `llvm/test/DebugInfo/NVPTX`
