Rui Ueyama 3a618e5606 Port parallel ICF to COFF.

LLD used to take 11.73 seconds to link Clang. Now it is 6.94 seconds.
MSVC link takes 83.02 seconds. Note that ICF is enabled by default on
Windows, so a low latency ICF is more important than in ELF.

LLVM Linker (lld)

This directory and its subdirectories contain source code for the LLVM Linker, a modular cross platform linker which is built as part of the LLVM compiler infrastructure project.

lld is open source software. You may freely distribute it under the terms of the license agreement found in LICENSE.txt.
