[RISCV] Add Qualcomm uC Xqciint (Interrupts) extension (#122256) ...

This extension adds eleven instructions to accelerate interrupt
servicing.

The current spec can be found at:
https://github.com/quic/riscv-unified-db/releases/latest

This patch adds assembler only support.
