[Ubsan][Driver] Remove UBSAN C++ runtime from other sanitizers (#121006) ...

Linking this runtime requires C++ ABI, which breaks -nostdlib++ builds.
However, UBSAN C++ runtime is only needed for CFI and VPTR checks.

Unblocks #120370.
