emitc: func: Set default dialect to 'emitc' (#116297) ...

Makes `emitc.func` implement the `OpAsmOpInterface` and overwrite the
`getDefaultDialect`. This allows ops inside `emitc.func`'s body to omit
the 'emitc.' prefix in the assembly.
