Vitaly Buka 44396faabc [ThinLTO/CFI] Include TYPE_ID summaries into GLOBALVAL_SUMMARY_BLOCK

Summary:
TypeID summaries are used by CFI and need to be serialized by ThinLTO
indexing for later use by LTO Backend.
