[InstrProf] Remove unused argv in llvm-profdata.cpp (#92435) ...

`llvm-profdata.cpp` to use subcommands (which is super nice), but left
many unused `argv` variables. This opts to use `ProgName` where
necessary, and removes `argv` otherwise.
