[libc][docs] Add guide for implementing a function (#188499 )

Added implementing_a_function.rst providing a checklist for adding a new
function to LLVM-libc.

Updated dev/index.rst to include the new guide in the toctree.

LLVM libc
=========

This directory and its subdirectories contain source code for llvm-libc,
a retargetable implementation of the C standard library.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.
