Michael Spencer 5bcd34a03f Revert "[clang][clang-scan-deps] Aggregate the full dependency information."
This reverts commit f978ea498309adaebab8fbf1cd6e520e7e0e11f1.

It broke clang-ppc64be-linux, but not sure why yet.
