Louis Dionne a3c28ccd49 [libc++] Remove some workarounds for missing variadic templates ...

We don't support GCC in C++03 mode, and Clang provides variadic templates
even in C++03 mode. So there's effectively no supported compiler that
doesn't support variadic templates.

This effectively gets rid of all uses of _LIBCPP_HAS_NO_VARIADICS, but
some workarounds for the lack of variadics remain.

Implement most of P1612R1: Relocate endian. Moves the std::endian functionality from 'type-traits' to 'bit'. No other change. The reason that this is 'partial' is that P1621 also recommends a feature-test macro, but I don't have the value for that one yet. In a month or so, I'll add that
