Reland #174607

#174607 broke libc++ because the LIBC_CONF_WCTYPE_MODE macro wasn't
defined when called from libc++. Defaulted LIBC_CONF_WCTYPE_MODE to
LIBC_WCTYPE_MODE_ASCII when not configured
