[VPlan] Pass underlying instr to getMemoryOpCost in ::computeCost.

Pass underlying instruction to getMemoryOpCost in
VPReplicateRecipe::computeCost if UsedByLoadStoreAddress is true.
Some targets use the underlying instruction to improve costs,
and this is needed to match the legacy cost model.
