[GlobalISel] CSEMIRBuilder: Add support for G_GEP ...
Summary:
This patch adds G_GEP to `shouldCSEOpc` so that it can be CSEd. It also refactors
`translateGetElementPtr` by replacing `createGenericVirtualRegister` calls with types.
