[mlir][ROCDL] Fix file leak in SeralizeToHsaco and its newer form (#67711) ...

SerializetToHsaco, as currently implemented, leaks the file descriptor
of the .hsaco temporary file, which causes issues in long-running
parallel compilation setups.
