Reapply "[GVN] memoryssa implies no-memdep (#149473)" (#149767)
Enabling one of MemorySSA or MD implies the other is off.

Already approved in https://github.com/llvm/llvm-project/pull/149473 but
I had to revert as I missed updating one test.
