Alexander Shaposhnikov b897729a39 [llvm-install-name-tool] Add -V flag ...

This diff adds -V alias for --version to make llvm-install-name-tool
consistent with other tools (llvm-objcopy, llvm-strip, etc).

Test plan: make check-all
