[flang][NFC] Document ALLOCATE/DEALLOCATE error semantics (#153027) ...

This compiler stops an ALLOCATE/DEALLOCATE statement with multiple
variables after encountering a recoverable error to avoid the risk of
ambiguity in the case of multiple errors. Document.
