[lldb-dap] Re-enable the lldb-dap tests (#138791) ...

Re-enable the lldb-dap tests. We've spent the last week improving the
reliability of the test suite and the tests now pass reliably on macOS
and Linux at desk. Let's see how things fare on the bots.
