[mlir][shard] Small fixes to partition pass (#185050) ...

- Empty functions (with no blocks) should are skipped by partition pass,
  blocks with more than one continue to get error-flagged
- fixed ShardingInterfaceImpl of bufferization.materialize_in_destination
